Since 2018, the preferential system has changed. Then it was decided that one person can use the program once, and the cost of housing was limited to 55 million drams. During the application of the benefit, especially in the last 2 years, the number of program beneficiaries has increased dramatically. If in 2015-2017, 800 people annually became project participants, then in 2018-2019years, this number increased to 2 thousand, and in 2020, 5200 people became new beneficiaries. During the same time, the volume of income tax refunds increased sharply — in 2015-2017, the volume of financing increased by 1 billion drams annually, in 2019 — 3.3 billion drams, in 2020 — 5.4 billion drams. In 2020 alone, a total of 13.3 billion drams was allocated for these purposes. There are currently 17,000 people participating in the program. The amount of assistance by the end of this year will approach the mark of 21 billion drams, and the number of beneficiaries will approach 20,000 participants. In order to provide program participants with housing, construction work was mainly carried out in the center of Yerevan, and only in the last year there has been some movement towards more remote areas of the Armenian capital.
