The solution to the problem — one of the system files is patched so that the state of this bit is always interpreted as «0» and there is only one choice of the counter — TSC. Another stone in the direction of the BIOS authors — on the Gigabyte h210 board, when HPET is disabled in bios, this bit is still «1», i.e. explicit error

The problem is again related to disabled ACPI hardware blocks.
