Introduction
Windows 7 Reached End of Life in January 2020.
The Intel USB 3.0 Creator Utility was a tool for adding USB 3.0 driver support to Windows 7 Installation Media. Intel have been dropped a large number of Windows 7 drivers from their servers now that Windows 7 has reached end of life. The Intel USB 3.0 utility was superseded by the more reliable Windows USB Installation Tool by Gigabyte which despite being Gigabyte branded can be used on up to 6th Generation Intel based hardware from other OEMs such as Dell, HP and Lenovo.
7th Generation Intel based hardware and later are not supported by Intel or Microsoft on Windows 7.
The Windows USB Installation Tool adds only the USB 3.0 drivers and the hotfixes associated for NVMe SSDs. You may need to however Load Intel F6 Storage Controller Drivers provided by your OEM during installation to see the SSD like I did when I tested this on a Dell OptiPlex 7040 and Dell OptiPlex 3040 6th Generation Intel Skylake System with a NVMe SSD. The USB tested was Created Fresh from the Microsoft Windows 7 SP1 2011 Installation ISO. To proceed you will need to have already created a Bootable USB from a Windows 7 Installation ISO using Rufus.
Using NTLite to Create Windows 7 Media Refresh January 2020 Installation Media
I have created a guide to slipstream all standalone Windows 7 Updates up until January 2020, IE11 and the Microsoft .Net Framework as well as all system drivers for your model using the Dell or Lenovo Driver Cabinet File using NTLite.

It works reliably on Windows 7 and Windows 10 unlike the old Intel USB 3. 0 Creator Utility.
Scroll down until you find it:
Alternatively press [Ctrl] and [ f ] and search for Windows USB Installation Tool.
Download the tool and extract it:
To launch the utility double click the WindowsImageTool.exe and accept the User Account Control:
Check the three boxes to add the drivers:
Leave the Source Path as «None – Add USB Drivers» and change the Destination Path to your Windows 7 Bootable USB Flash Drive:
Select Start:
The tool will mount each index of your boot.wim file, add the drivers and then commit the changes. It’ll repeat the process for the install.wim file:
For a Bootable USB made from a English Windows 7 64 Bit .iso Downloaded Directly from Microsoft.
The process took about 16 minutes in my test.
The boot.wim found in the sources folder of the USB was updated from 160 MB to 189 MB.
The install.wim found in the sources folder of the USB was updated from 2.75 GB to 2.88 GB.
You may have slightly differing file sizes depending on your original installation . iso.
With the USB 3.0 drivers, you should be able to Boot from your Windows 7 Bootable provided that Legacy ROMs are Enabled and Secure Boot is Disabled. However you will likely be missing storage controllers so Windows 7 may not be able to find your drive to install Windows 7 on. To add these go to:
Downloads Dell
Press [Ctrl] and [ f ] to do a search. Select either the OptiPlex 7040 (the last Intel based Dell to run Windows 7) or your own model (if it has a specialist storage controller) .
Scroll down until you get to Serial ATA:
Alternatively press [Ctrl] and [ f ] and do a search for F6 (these were called F6 drivers as they used to be loaded in Windows XP by pressing F6 and using a Floppy Drive!)
You must extract the driver as the Windows Setup cannot read .exes. Normally this can be done by launching the setup:
Accept the User Account Control:
Select Extract:
Specify the location:
Copy the extracted folder to your Windows 7 Bootable USB.
Look through the contents of the extracted folder, there is normally a drivers subfolder and a Windows7-x64 subfolder:
It’s contents should look like:
Copy this folder to your Bootable USB Flash Drive. If your Install Windows screen looks like this, you will be able to select Load Driver:
Then Browse:
Then navigate to the subfolder containing the drivers:
Ensure that «Hide drivers that are not compatible with hardware on this computer is ticked» (it should be set like this by default). Select Next:
The Storage controller is now recognised so the internal drives now show.

It’s no secret that the new Intel chipsets, starting with the 100th series (B150, h210, h270, Q150, Q170, Z170), support for the Enhanced Host Controller Interface has been removed. They brought me here one very specific Gigabyte BRIX GB-EAPD-4200 device with a request to install Windows 7 on it. So, using its example, I want to tell one sad story about possible problems and pitfalls when installing the seven via USB 3.0. nine0005
First of all, I will upset those who decided to install Windows 7 on Gigabyte BRIX GB-EAPD-4200 or on any device based on Intel Apollo Lake chips. This idea is hopeless and you will waste a lot of time, because there are simply no drivers for Windows 7 for this controller, you won’t be able to throw in dozens and no third-party ones will work. I spent several days checking all possible options, and the USB ports did not work, although the system started up fine and I accessed it remotely. It seems that happiness is close, but you won’t catch it … so don’t repeat my mistakes. nine0005

To begin with, we tried all the options for creating a Windows 7 x64 installation flash drive with USB 3. 0 support (I’ll tell you how it is done a little later). Here, for the first time, despair visited me because the system was generally purple for all my modifications of the distribution kit (in fact, everything already worked, but at that moment I didn’t know yet that for the Intel Apollo Lake chipset it would not be possible to make such an installation flash drive in principle). nine0005
Realizing that the installation from a flash drive does not progress beyond the first stage, where you need to click next (USB ports do not work, and there is no touchpad or built-in keyboard like on a laptop), I went the other way. The GB-EAPD-4200 has an M.2 SSD drive installed, threw it through the M.2 -> SATA adapter to the laptop. Here the installation went comfortably, plus there was a hope to shove the necessary drivers into the already installed system and, returning the disk back, get a working machine right away.
Inspired that the USB 3.0 laptop worked without any problems, I connected the SSD back to the Gigabyte BRIX . .. happiness never came to the house, the keyboard and mouse still showed no signs of life (the chipset was different). Having again cut the disk in the laptop, I did remote control, because LAN ports and Wi-Fi are working, further struggle took place in terminal mode or through teamviewer.
All attempts to install Intel’s native USB 3.0 drivers ended with « This system does not meet the minimum requirements «. By forcibly adding firewood from dozens, it was possible to achieve a blue screen of death, or the system simply ignored them.
Despite the fact that Windows 10 has now become the standard for modern computers and laptops, Windows 7 is in no hurry to finally retire. Often this choice is due to specific software that does not work on Windows 10 or works somehow crookedly, and not for some religious reasons. integrating drivers into the Windows 7 distribution is indispensable, because the seven knows nothing about third-generation USB controllers. 0005
There are several specialized utilities for integrating USB 3.0 drivers into the Windows 7 installer from Intel, ASRock, MSI and Gigabyte:

Of course, you can also integrate the USB 3.0 drivers manually using the DISM utility or use the popular nLite distribution customization program, but why complicate things if everything has already been done for you. If it is interesting, I can tell you (write in the comments), but I believe that these options will be enough.
How Windows 7 is installed
Installing any version of Windows 7, 8, or 10 is a two-step process. At the initial stage, the installation environment is loaded from the file boot.wim (here they offer to read the license agreement and select a partition for installation). After that, the installer unpacks the file install.wim to the specified partition, from which, in fact, Windows 7 is installed at the second stage.
These files need to add support for USB 3.0 controllers (in fact, this is exactly what all the above utilities do). I almost forgot, the files themselves are boot.wim and install.wim are in the Sources directory. In addition, install.wim can contain multiple indexes for installing different flavors of Windows 7 (Home, Professional, Ultimate). You can upgrade your knowledge in this matter by manually integrating drivers with the DISM utility, where you will learn more about indexes and installing Windows.
In fact, the first and second stages of the installation are independent of each other and you can, for example, take boot. wim from the Windows 10 installer, which already has full support for USB 3.0 (you will also need to replace setup.exe). This will make it easy to get through the first step of the installation and install Windows, but get stuck in the second step when you need to enter a username and password because install.wim still doesn’t know anything about your USB 3.0 controller. nine0005
Personally, I prefer the options from Intel and gigabyte. There is nothing complicated here, the main thing is to download the original image of Windows 7 from the Microsoft website (any assemblies may not work here) and, if possible, get a fast flash drive.
How to make a Windows 7 installation flash drive with USB 3.0 using Windows 7 USB 3.0 Creator Utility as an example
(!) Important note. Windows 7 USB 3.0 Creator Utility from Intel only works on Windows 8.1 and above.
Earlier on the Intel website there was even a small instruction for working with this utility, you can download it from here. We rewrite the Windows 7 disk image (we first download it from the Microsoft website) to a USB flash drive using the Rufus utility (I have already talked about it in more detail). nine0005
Next, running Windows 7 USB 3.0 Creator Utility, all that remains is to specify our flash drive and wait. I want to note that on slow flash drives, the process can drag on for a couple of hours. An indicator that everything is ready, in the case of Windows 7 USB 3.0 Creator Utility will be the inscription «SUCCESS!».
I don’t see much point in describing the process of integrating drivers in other utilities, you need minimal actions to indicate where the disk image and flash drive are located on which to write the result of the work. Those people who decide to install Windows 7 on computers released on chipsets that were released after 2015 may encounter a very unpleasant phenomenon in the form of the inability to install this operating system from a USB drive — be it a flash drive or connected via USB optical drive.
This is due to the fact that in new Intel chipsets, starting from the 100 series (B150, h210, h270, Q150, Q170, Z170), support for the Enhanced Host Controller Interface has been removed, and therefore USB connectors of any version simply do not work in the Windows installer. This is expressed in the following message:
The required driver for the optical drive was not found. If you have a floppy disk, CD, DVD, or USB flash drive with this driver, insert this media.
Note: If the Windows installation media is inserted into the CD/DVD drive, you can remove it during this step.
However, many motherboard manufacturers decided to take care of their users and released the appropriate utilities that integrate the drivers into the Windows 7 installer.
ASRock has specially released the «Win 7 USB Patcher» utility that adds all necessary drivers to the Windows Installer image. You can download it either from the ASRock website, choosing one of the options for the platform you need — Intel 100, 200/AMD AM4 or Intel N3000, J3000.
Using this utility is quite easy:
- Run the executable file and select the desired action:
- Create a Windows 7 installation disk with a USB device — Create a Windows 7 installation disk for a USB device; nine0044
- Create a Windows 7 installation disk with a CD — Create a Windows 7 installation disk for CD;
- Create a Windows 7 installation ISO file for CD
After selecting the desired item, we go further by clicking the «Next» button.
- Now the task is to select the source with the Windows installation files with which the program will work. Available to choose from:

After specifying the installation files, click the «Next» button.
- In the next step, you need to specify the location where the modified Windows 7 installer files will be saved. To use it, simply unzip the contents of the archive to any folder and run the executable called WindowsImageTool.
Running the program will require administrator rights, so if it requires them, allow them.
