I’d go for dual 980 Ti SLI; quad SLI scaling in most games is terrible, and won’t use the third and fourth GPUs upto their full potential. Plus, you’d need to make sure that your CPU has enough PCI-E lanes (40, if I remember correctly.) to support running three of those cards at x8 speed and one at x16. To my knowledge, only the i7 5930K has enough PCI-E lanes, apart from the Xeons.

Huawei Introduces Kirin 970 Mobile Processor with Embedded Neural Processing Module for AI Applications

At IFA 2017, Huawei introduced its latest Kirin 970 processor for premium smartphones. The processor features an octa-core CPU and a new 12-core GPU, but what really sets the new processor apart from the rest is the Neural Processing Unit (NPU) to speed up the tasks used by artificial intelligence. The Neural Processing Module delivers 25 times the performance with 50 times the efficiency of a quad-core Cortex A73 processor for AI computing. From a practical point of view, Kirin 970 can process 2000 images per minute, according to the company’s internal tests.
The press release also mentions that the processor contains 5. 5 billion transistors on a 1 cm² die and will be manufactured using a 10nm «advanced processor». But they didn’t go into details about the specs, so I had to use information from Anandtech and the slide above to get the Kirin 970 specs:
